Stephanie DeKemper
CEO & Vice Chairman

A leader in public policy to reduce health care disparities, Stephanie DeKemper brings over 20 years of experience in healthcare quality improvement to her position as President and CEO at SynCare. Experienced in Medicaid managed care, Health plan operations and consumer health issues, she applies strategic leadership to SynCare's program development, design and evaluation.
An aggressive consumer advocate of quality healthcare for the uninsured and under insured, DeKemper serves on the U.S. Department of Civil Rights, the Indiana Commission Advisory Committee, and provides policy advice on healthcare issues to key legislative leadership.
DeKemper founded the Indiana Minority Health Coalition where she served as CEO for 10 years. There she established the Indiana Racial and Ethnic Minority Epidemiology Research Center. She established the Centene Foundation for Quality Healthcare. In addition, she's applied her professional expertise to organizations such as the Center for Substance Abuse and Prevention, Indiana Covering Kids and Families, and the Center for Health Care Strategies.

Rachelle Davis
President

Rachelle Davis is known in the Midwest healthcare community, where she’s provided leadership and counsel to both public and private sector organizations. As Executive Vice President for Syncare, she provides strategic direction within the organization and to staff on data analysis, resource utilization, adherence to quality standards and process improvement.
Davis began her career as a staff nurse in 1995 and quickly rose to prominence as a medical management expert. Her strategic development and leadership, healthcare program design, outcomes research experience, and research and quality oversight have been a driving force at organizations such as Eli Lilly & Company, Clarian Health Partners, the Indiana State Department of Health HIV Services Advisory Committee and the Indiana Minority Health Coalition.
Davis received her Master of Business Administration and Master of Nursing Administration degrees from University of Indianapolis. She obtained her Bachelor of Science in Nursing from Indiana University. A licensed registered nurse since 1995, she’s also a Certified Professional of Health Care Quality (CPHQ).
She is a member of the Honor Society of Nursing, Sigma Theta Tau International and the International Society for Pharmacoeconomics and Outcomes Research (ISPOR).

Kelvin Z. Matemachani
Chief Financial Officer

As SynCare’s chief financial officer, Kelvin Matemachani is the driving force behind the company's financial health and profitability. Applying more than a decade of experience in accounting, business and financial management to his position, Matemachani is the strategic source for SynCare's financial strategies, budgeting and forecasting, compliant accounting systems, investment decisions and corporate assets.
Matemachani has provided financial and accounting consulting services to businesses of all sizes. Prior to joining SynCare, he was Vice President of Finance at Alliance Care Solutions and the Indiana Minority Health Coalition, Inc. He also served as a Board Member and Treasurer for the African Committee International, Inc. Matemachani worked in multiple management positions with Baker & Company, CPA and served as a financial analyst for the Trade & Investment Bank of Harare in Zimbabwe.
Matemachani earned his Master’s Degree in Business Administration from Anderson University and has a Bachelor’s Degree in Business Administration from Marian College.

Raymond Broughton
Executive Vice President of Business Integration

As the Executive Vice President of Business Integration for SynCare, Ray Broughton oversees Information Technology, Quality Assurance, Program Development and Provider Relations. A skilled leader in business and healthcare management, he ensures that care provided to each member is appropriate, consistent and of excellent quality.
Broughton has over 30 years of executive leadership experience in managed care, for-profit healthcare companies, hospitals and state government.
Prior to joining the SynCare team, he was the owner and senior consultant at B & B Business Solutions, LLC, providing consulting services to health care companies in Health Economics, Performance Improvement and Systems Evaluation. He's applied his leadership and consulting expertise to companies such as Ascension Health, Centene Corporation, Aetna and Indiana State Government.
Broughton received his Master of Science and Bachelor of Science degrees in Business Management from Indiana Wesleyan University.
